Global local government politicians have highlighted their contribution to the Aid Effectiveness debate, at a meeting of the United Cities and Local Government world organisation in Guangzhou, China, 10-13th Nov. A paper ‘Aid effectiveness and Local Government – understanding the link between governance and development’, outlining this role, was formally endorsed at the meeting. The report outlines the hows and wherefores of promoting local governance, effective local delivery of development assistance and the role of decentralised cooperation. To enhance this work UCLG calls for a more integrated approach by donors to working with local government, supporting more resources and ear-marked funds, transparency and capacity building. UCLG and its national association and city members commit to support this process by delivering more coordinated and harmonised Association Capacity Building (ACB) and Municipal International Cooperation (MIC). The paper profiles case studies from across the globe, including UK examples of Lancashire’s link with Gulu, Uganda on climate change and the Local Government Association (LGA) project with Bosnia and Herzegovina sharing the ‘Beacon Council’ capacity building model.Cllr Richard Kemp, Deputy Chair of the LGA, will present the final paper to a special annual meeting - ‘Assises of Decentralised Cooperation’ - convened by the European Commission and Committee of the Regions in Brussels on 2nd Dec. Cllr Kemp is on a panel addressing ‘The urgency of aid effectiveness in a time of crisis’ and he will also share the LGA’s work in this area, including recent contributions to the UK International Development Select Committee, DFID White Paper and Conservative Green Paper – see in our resources section.
